Who builds dropped kerbs in Perth and Kinross?

Anyone forming an access, including a simple dropped kerb, needs vehicular access consent from Perth & Kinross. If consent is granted (a VA2 letter), a suitably qualified contractor you employ completes the section 56 Road Opening Permit forms, with the insurance and documentation required for work on a public road.

Scotland has its own rules. Under section 56 of the Roads (Scotland) Act 1984, no works can be carried out in a public road without the roads authority's written consent, so Perth and Kinross gives permission as the roads authority (often called a road opening permit or dropped kerb permit). England's Highways Act and planning rules don't apply in Scotland: ask Perth and Kinross's planning team whether your driveway or access needs planning permission.
